The Planning Commission, which is appointed by the Mayor and approved by the City Council, is responsible for previewing and approving plans to approve special uses and make exceptions to the zoning ordinances. All decisions are subject to final approval by the City Council of Greenwood.

The Planning Commission handled its routine business. In particular, developer Tom Person and his attorney Billy Bowman presented a request to approve a platted subdivision for the construction of 65 low-income homes off the end of Parkway St in Ward 4. Several residents of Ward 4 testified against approval. The Board voted 5-2 against approval.
