The regular hearing on dilapidated properties was held. The council voted to table the Mayor's appointment of Rob Banks as police chief after David Jordan pointed out that it would violate the council's official policy regarding dual law enforcement jobs by police officers. Banks is a constable in Carroll County, and he refuses to resign that position, which has police authority in that separate jurisdiction. Some council members mentioned possibly removing that employment policy to permit Banks to hold both positions, but Acting Chief Langdon described the legal and liability problems that would occur if the council permitted police officers to exercise police authority in other jurisdictions simultaneously.
