The representatives of the CrimeStopper organization came before the Council to answer questions about how Crimestoppers is organized and how it works.
The Council voted to ban trick or treating for people over ten years old, and imposed restrictions on those allowed to participate. All trick or treaters must wear face masks, and can only request candy from homes where the porch light is on. Also, children are banned from leaving their city ward to trick or treat in other neighborhoods.
