The Perkins complaint against Carolyn McAdams to contest the June 4, 2013 mayoral election may be viewed here:

One particularly troubling allegation is Perkins' claim that none of the absentee applications bear the mandatory initials of the city clerk. If that turns out to be true, it would mean that all the absentee ballots will have to be stricken from the final vote total.
Perkins also claims that a number of persons who had moved away from Greenwood nevertheless returned to vote in the city election.
